The U.S. Department of Justice has posted to its Web site a 63-page description of the technical review it wants of the FBI’s Carnivore e-surveillance program. The Justice Department believes that some qualified university will be interested in the contract that entails answering questions about the potential misuse of such a system, which the FBI says it has used 25 times. In a related story, the market for encryption products designed to render the government’s e-mail collection system impotent seems to be profiting from the Carnivore controversy.
